&lt;h2&gt;What does the truck toll entail?&lt;/h2&gt; 
&lt;p&gt;The truck toll applies to trucks with a maximum gross vehicle weight exceeding 3,500 kilograms. The toll is charged on virtually all Dutch highways and a number of provincial and municipal roads.&lt;/p&gt; 
&lt;p&gt;The amount per kilometer depends, among other things, on:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;the maximum technically permissible mass of the vehicle or combination;&lt;/li&gt; 
 &lt;li&gt;the CO₂ emission class;&lt;/li&gt; 
 &lt;li&gt;the Euro emission class;&lt;/li&gt; 
 &lt;li&gt;the number of kilometers driven on toll roads.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;The average rate in 2026 will be €0.191 per kilometer, but the actual amount can vary significantly depending on the vehicle and shipment. The Eurovignette was phased out with the introduction of the truck toll in the Netherlands.&lt;/p&gt; 
&lt;h2&gt;A toll box is required&lt;/h2&gt; 
&lt;p&gt;To pay the truck toll, a contract must be entered into with an authorized service provider for each vehicle subject to the toll. In addition, the vehicle must be equipped with a properly functioning toll box, also known as an On-Board Unit (OBU).&lt;/p&gt; 
&lt;p&gt;The toll device automatically records where the vehicle is traveling and ensures that the toll due is processed through the selected service provider. Without a functioning toll device, the vehicle is not permitted on the road. This also applies when you are driving only on roads where no truck toll is charged.&lt;/p&gt;

&lt;p&gt;Many transport operators initially calculated the truck toll based on an average rate per kilometer. In practice, the monthly amount may turn out differently. This raises important questions:&lt;/p&gt;

As soon as a person or obstacle was detected in this zone, a warning was issued, and the system could automatically intervene if necessary.&lt;/p&gt;

&lt;p&gt;Since so many vehicles are equipped with a backup alarm, it seems logical that such an alarm would always be required by law. However, the situation is more nuanced. There is no general vehicle regulation in the Netherlands that stipulates that every vehicle must have a reverse alarm as standard equipment. However, based on occupational safety regulations, a risk assessment, client requirements, or the work site, an appropriate warning system may be necessary or mandatory.&lt;/p&gt; 
&lt;h2&gt;Why is reversing so risky?&lt;/h2&gt; 
&lt;p&gt;With trucks and machinery, direct rear visibility is limited. Mirrors and cameras assist the driver or operator, but people and low obstacles can still unexpectedly be in the path of the vehicle.&lt;/p&gt; 
&lt;p&gt;The risk is particularly high at locations where vehicles and people work in close proximity, such as:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;construction sites;&lt;/li&gt; 
 &lt;li&gt;distribution centers;&lt;/li&gt; 
 &lt;li&gt;warehouses and industrial facilities;&lt;/li&gt; 
 &lt;li&gt;waste and recycling facilities;&lt;/li&gt; 
 &lt;li&gt;municipal depots;&lt;/li&gt; 
 &lt;li&gt;loading and unloading areas;&lt;/li&gt; 
 &lt;li&gt;agricultural operations;&lt;/li&gt; 
 &lt;li&gt;port and transshipment areas;&lt;/li&gt;

&lt;p&gt;The backup alarm is primarily intended for people outside the vehicle. It warns that a vehicle is moving backward, so bystanders can leave the danger zone in time.&lt;/p&gt;

&lt;p&gt;For standard vehicles, there is no general Dutch vehicle regulation requiring every vehicle to be equipped with a backup alarm. However, this does not mean that an employer can decide, without further assessment, that such a warning system is unnecessary.&lt;/p&gt; 
&lt;p&gt;The Working Conditions Decree sets requirements for mobile work equipment whose movement may pose a hazard to employees. For example, such equipment must be equipped with effective devices to ensure adequate visibility if the driver’s direct field of vision is insufficient. There must also be reliable devices available for signaling. In addition, employers must take measures to prevent employees from entering the work zone of moving work equipment. &lt;a href="https://wetten.overheid.nl/BWBR0008498/2024-07-01/0/Hoofdstuk1/Afdeling1B/Artikel1.5p"&gt;Source: Working Conditions Decree, Articles 7.17b and 7.17c&lt;/a&gt;.&lt;/p&gt; 
&lt;p&gt;Whether a backup alarm is required therefore depends, among other things, on:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;the risk assessment and evaluation;&lt;/li&gt; 
 &lt;li&gt;the type of vehicle or machine;&lt;/li&gt; 
 &lt;li&gt;the driver’s direct and indirect visibility;&lt;/li&gt; 
 &lt;li&gt;the nature of the work;&lt;/li&gt; 
 &lt;li&gt;the presence of employees and bystanders;&lt;/li&gt; 
 &lt;li&gt;the layout of the work site;&lt;/li&gt; 
 &lt;li&gt;the measures specified in an industry-specific occupational safety and health catalog;&lt;/li&gt; 
 &lt;li&gt;regulations issued by a client or site manager.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;In practice, a backup alarm may therefore indeed be necessary to comply with the duty of care and safety requirements, even if the alarm is not specifically mentioned in vehicle regulations for every individual vehicle.&lt;/p&gt; 
&lt;h2&gt;Clients may impose additional requirements&lt;/h2&gt; 
&lt;p&gt;Additional safety regulations often apply at construction sites, industrial parks, and distribution centers. For example, a client may require that all vehicles reversing be equipped with:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;an audible reverse alarm;&lt;/li&gt; 
 &lt;li&gt;a camera or 360° camera system;&lt;/li&gt; 
 &lt;li&gt;person or object detection;&lt;/li&gt; 
 &lt;li&gt;a rotating or flashing light;&lt;/li&gt; 
 &lt;li&gt;a spotter during special maneuvers;&lt;/li&gt; 
 &lt;li&gt;automatic braking intervention.&lt;/li&gt;

&lt;p&gt;Therefore, before deploying a vehicle, check not only general legislation but also the RI&amp;amp;E, occupational safety catalog, bidding requirements, and local work regulations.&lt;/p&gt; 
&lt;h2&gt;Why Install a Reverse Alarm After All?&lt;/h2&gt; 
&lt;p&gt;A backup alarm is a relatively simple safety feature with an immediately recognizable function. The signal is automatically activated as soon as reverse gear is engaged.&lt;/p&gt; 
&lt;p&gt;The main advantages are:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;bystanders are immediately warned;&lt;/li&gt; 
 &lt;li&gt;the signal draws attention to a moving vehicle;&lt;/li&gt; 
 &lt;li&gt;it helps prevent collisions and damage;&lt;/li&gt; 
 &lt;li&gt;it improves safety on construction sites and business premises;&lt;/li&gt; 
 &lt;li&gt;the system operates without any additional action required from the driver;&lt;/li&gt; 
 &lt;li&gt;the investment is minimal compared to the potential costs of accidents and damage.&lt;/li&gt;

&lt;p&gt;The traditional backup alarm produces the familiar repeating beep. This sound carries relatively far and is immediately recognizable to most people.&lt;/p&gt; 
&lt;p&gt;This model may be suitable for:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;open industrial sites;&lt;/li&gt; 
 &lt;li&gt;locations with a lot of ambient noise;&lt;/li&gt;

&lt;p&gt;For organizations with vehicles, machines, or objects that still rely on a 2G unit, the message is therefore clear: take inventory of your equipment now and plan the transition to 4G before the connection is lost.&lt;/p&gt; 
&lt;p&gt;&lt;em&gt;Current status: July 2026.&lt;/em&gt;&lt;/p&gt; 
&lt;h2&gt;Why is 2G being phased out?&lt;/h2&gt; 
&lt;p&gt;2G was introduced in the 1990s and served as the foundation for mobile communication for a long time. It wasn’t just phones that used this network; many business applications were also equipped with a 2G modem.&lt;/p&gt; 
&lt;p&gt;Examples include:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;fleet management units;&lt;/li&gt; 
 &lt;li&gt;GPS trackers;&lt;/li&gt; 
 &lt;li&gt;on-board computers;&lt;/li&gt; 
 &lt;li&gt;alarm systems;&lt;/li&gt; 
 &lt;li&gt;vehicle tracking systems;&lt;/li&gt; 
 &lt;li&gt;remote tachograph solutions;&lt;/li&gt; 
 &lt;li&gt;track-and-trace equipment;&lt;/li&gt; 
 &lt;li&gt;payment terminals;&lt;/li&gt; 
 &lt;li&gt;other Machine-to-Machine and IoT devices.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;Mobile spectrum is limited. Providers increasingly want to use the available capacity for faster, more stable, and more energy-efficient networks such as 4G and 5G. In addition, technologies such as LTE-M and NB-IoT are available for specific IoT applications.&lt;/p&gt; 
&lt;p&gt;Maintaining older networks consumes capacity, energy, and requires maintenance. The phase-out of 2G is therefore irreversible, even though the timeline and approach vary by provider.&lt;/p&gt; 
&lt;h2&gt;What is the current situation for each provider?&lt;/h2&gt; 
&lt;p&gt;Dutch network providers do not follow the same schedule. This explains why some 2G devices still work normally, while others have already lost their connection.&lt;/p&gt; 
&lt;h3&gt;Odido: 2G has been shut down since June 1, 2023&lt;/h3&gt; 
&lt;p&gt;Odido completely shut down its 2G network on June 1, 2023. Devices that can communicate exclusively via 2G no longer work directly on Odido’s mobile network.&lt;/p&gt; 
&lt;p&gt;Odido advises businesses to replace 2G M2M devices with hardware that is compatible with at least 4G. Depending on the application, LTE-M and NB-IoT may also be suitable alternatives.&lt;/p&gt; 
&lt;h3&gt;KPN: The 2G network will be shut down as of December 1, 2027&lt;/h3&gt; 
&lt;p&gt;KPN has postponed the previously planned shutdown of 2G. According to the latest information from KPN, the legacy 2G network will be shut down as of December 1, 2027.&lt;/p&gt; 
&lt;p&gt;This gives organizations more time, but it does not change the need to make the transition. The extra time is primarily intended to give users of older equipment the opportunity to replace their systems in a controlled manner.&lt;/p&gt; 
&lt;p&gt;Waiting until the final months of 2027 increases the risk of capacity issues among suppliers and installation partners.&lt;/p&gt; 
&lt;h3&gt;Vodafone: 2G is still available, but modern IoT networks are the future&lt;/h3&gt; 
&lt;p&gt;Vodafone still operates a 2G network in the Netherlands and has not published a specific end date on its current public Dutch network page.&lt;/p&gt; 
&lt;p&gt;For business IoT applications, Vodafone is now explicitly focusing on LTE-M and NB-IoT. LTE-M is cited, among other things, as a suitable technology for the automotive industry, Track &amp;amp; Trace, transportation, and logistics.&lt;/p&gt; 
&lt;p&gt;The fact that 2G is still available today does not mean that devices that communicate exclusively via 2G are future-proof. For new investments and replacements, 4G is the logical choice at a minimum.&lt;/p&gt; 
&lt;h2&gt;Why can a 2G unit still function?&lt;/h2&gt; 
&lt;p&gt;Which network a device uses does not depend solely on the brand name on the SIM card. Business and international IoT SIM cards can utilize multiple mobile networks and roaming partners.&lt;/p&gt; 
&lt;p&gt;As a result, an older unit can still connect via another available 2G network, even if the original provider has already shut down its own 2G network.&lt;/p&gt; 
&lt;p&gt;This makes the situation less straightforward. The fact that a vehicle is still transmitting data today only proves that a suitable 2G connection is currently available somewhere. It offers no guarantee for the future.&lt;/p&gt; 
&lt;p&gt;When conducting the inventory, you should therefore consider not only the provider, but also:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;the make and model of the unit;&lt;/li&gt; 
 &lt;li&gt;the built-in modem;&lt;/li&gt; 
 &lt;li&gt;the supported network technology;&lt;/li&gt;

&lt;p&gt;A fleet management unit collects and transmits data from the vehicle to the online software. If the unit has only a 2G modem and can no longer find a compatible network, this communication will stop.&lt;/p&gt;

&lt;p&gt;The risk, therefore, isn’t just the loss of a dot on the map. A lost connection can affect multiple administrative and operational processes at once.&lt;/p&gt; 
&lt;h2&gt;A new SIM card does not make a 2G unit compatible with 4G&lt;/h2&gt; 
&lt;p&gt;A common misconception is that only the SIM card needs to be replaced. However, the network technology is also determined by the modem in the unit.&lt;/p&gt; 
&lt;p&gt;A unit with a modem that supports only 2G cannot communicate via 4G—not even if you insert a modern 4G or IoT SIM card into it.&lt;/p&gt; 
&lt;p&gt;In that case, the hardware must be replaced. This involves assessing:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;what functions the current unit performs;&lt;/li&gt; 
 &lt;li&gt;which connections are available;&lt;/li&gt;

&lt;p&gt;Since 2022, Rietveld has been supplying only new units with 4G connectivity. Units delivered prior to that date may still have a 2G modem.&lt;/p&gt;

&lt;h2&gt;Where do blind spots occur?&lt;/h2&gt; 
&lt;p&gt;A blind spot is an area around a vehicle that the driver cannot see directly or via the mirrors. With trucks, vans, and construction vehicles, multiple high-risk areas can occur:&lt;/p&gt;

 &lt;li&gt;in the case of truck-trailer combinations, where the viewing angle changes when turning.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;Cyclists and pedestrians can briefly disappear from view, especially when turning right, pulling away, backing up, and maneuvering. According to the &lt;a href="https://road-safety.transport.ec.europa.eu/eu-road-safety-policy/priorities/safe-vehicles/blind-spot-mirrors_en"&gt;European Commission&lt;/a&gt;, blind spots in heavy vehicles play a particularly significant role in accidents involving cyclists, pedestrians, and motorcyclists during turning maneuvers.&lt;/p&gt; 
&lt;h2&gt;Why is the risk greater in built-up areas?&lt;/h2&gt; 
&lt;p&gt;In built-up areas, a driver must process a lot of information in a short amount of time. Consider:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;cyclists passing a vehicle on the left and right;&lt;/li&gt; 
 &lt;li&gt;pedestrians at crosswalks;&lt;/li&gt; 
 &lt;li&gt;busy intersections and roundabouts;&lt;/li&gt; 
 &lt;li&gt;narrow streets with parked vehicles;&lt;/li&gt; 
 &lt;li&gt;loading and unloading activities;&lt;/li&gt; 
 &lt;li&gt;traffic lights, traffic signs, and temporary road closures;&lt;/li&gt; 
 &lt;li&gt;e-bikes and electric vehicles that approach quickly or almost silently.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;In addition, a road user can move out of the field of view of one mirror and into the blind spot of another. Even an experienced driver can temporarily lose sight of someone as a result.&lt;/p&gt; 
&lt;p&gt;The consequences of a collision are significant—not only for the victim and the driver, but also for the organization. Consider property damage, downtime, investigations, administrative processing, and potential reputational damage. Investing in good visibility is therefore both a safety measure and a business decision.&lt;/p&gt; 
&lt;h2&gt;Mirrors alone are not always sufficient&lt;/h2&gt; 
&lt;p&gt;Since 2007, additional blind-spot mirrors have been mandatory on new trucks in the European Union. Older trucks have been required to be retrofitted since 2009. However, the &lt;a href="https://road-safety.transport.ec.europa.eu/eu-road-safety-policy/priorities/safe-vehicles/blind-spot-mirrors_en"&gt;European Commission&lt;/a&gt; also notes that conventional mirrors do not always make all people and vehicles next to a truck visible.&lt;/p&gt; 
&lt;p&gt;In addition, a driver must switch between different mirrors and lines of sight while maneuvering. The more separate sources of information there are, the harder it becomes to assess at a glance whether the area is clear.&lt;/p&gt; 
&lt;p&gt;A good camera system combines multiple fields of view onto a single monitor. This allows for a quicker, comprehensive view of the situation around the vehicle.&lt;/p&gt; 
&lt;h2&gt;How does a 360° bird’s-eye view system work?&lt;/h2&gt; 
&lt;p&gt;A 360° system such as OmniVue 360° uses four strategically placed cameras. An electronic control unit combines the camera images into a single, clear bird’s-eye view.&lt;/p&gt; 
&lt;p&gt;The driver sees the vehicle, as it were, from above, including its immediate surroundings. In addition to this bird’s-eye view, the monitor can display a separate camera image. When the turn signal or reverse gear is engaged, the relevant image can be displayed automatically.&lt;/p&gt; 
&lt;p&gt;This provides assistance with:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;turning right and left;&lt;/li&gt; 
 &lt;li&gt;maneuvering in narrow streets;&lt;/li&gt; 
 &lt;li&gt;reversing;&lt;/li&gt; 
 &lt;li&gt;parking;&lt;/li&gt; 
 &lt;li&gt;loading and unloading;&lt;/li&gt; 
 &lt;li&gt;working around construction equipment and special vehicles.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;A 360° camera does not replace the driver’s mirrors or visual checks. The system adds an additional source of information that significantly improves visibility in areas that are otherwise difficult to see.&lt;/p&gt; 
&lt;h2&gt;What makes a modern 360° camera system better?&lt;/h2&gt; 
&lt;p&gt;Not every camera system offers the same level of support. Quality is determined not only by the number of cameras, but primarily by how the system is configured, installed, and calibrated.&lt;/p&gt; 
&lt;h3&gt;A clear and coherent view&lt;/h3&gt; 
&lt;p&gt;Cameras must provide sufficient resolution to clearly identify people and objects. Furthermore, the images from the individual cameras must align properly with one another. &lt;h3&gt;Automatic Image Switching&lt;/h3&gt; 
&lt;p&gt;The driver should not have to manually select a camera view during every maneuver. A good system automatically displays the relevant view as soon as the turn signal or reverse gear is engaged.&lt;/p&gt; 
&lt;h3&gt;Good performance under various conditions&lt;/h3&gt; 
&lt;p&gt;Cameras must also remain functional in rain, twilight, and poorly lit locations. In addition, the lenses must be securely mounted and easy to inspect and clean.&lt;/p&gt; 
&lt;h3&gt;Targeted alerts&lt;/h3&gt; 
&lt;p&gt;Too many alerts cause irritation and can lead to a driver becoming less responsive to warnings. Detection zones and alerts must therefore be configured so that the system primarily issues warnings when an actual risk arises.&lt;/p&gt; 
&lt;h2&gt;AI cameras recognize vulnerable road users&lt;/h2&gt; 
&lt;p&gt;A traditional camera system displays images, but the driver must interpret them independently. Modern AI cameras go a step further. They can distinguish between, for example:&lt;/p&gt;

&lt;p&gt;This development helps make new vehicles safer, but it does not immediately solve every problem. Many existing vehicles will remain in service for years to come. Additionally, manufacturer-provided solutions may vary by make and model.&lt;/p&gt; 
&lt;p&gt;Furthermore, meeting a minimum requirement does not automatically mean that the driver has optimal visibility in every work situation. An additional camera system can provide a wider field of view and be tailored to the vehicle, its configuration, and its daily use.&lt;/p&gt; 
&lt;h2&gt;Using Camera Footage for Evaluation and Improvement&lt;/h2&gt;
