Truck Toll Introduced: From Mandatory Toll Boxes to Better Control Over Your Transportation Costs

The truck toll has been in effect in the Netherlands since July 1, 2026. Owners of Dutch and foreign trucks in vehicle categories N2 and N3 will now pay per kilometer driven. This requires not only a properly functioning toll box but also insight into what the toll actually means for your trips, rates, and profitability.

What does the truck toll entail?

The truck toll applies to trucks with a maximum gross vehicle weight exceeding 3,500 kilograms. The toll is charged on virtually all Dutch highways and a number of provincial and municipal roads.

The amount per kilometer depends, among other things, on:

  • the maximum technically permissible mass of the vehicle or combination;
  • the CO₂ emission class;
  • the Euro emission class;
  • the number of kilometers driven on toll roads.

The average rate in 2026 will be €0.191 per kilometer, but the actual amount can vary significantly depending on the vehicle and shipment. The Eurovignette was phased out with the introduction of the truck toll in the Netherlands.

A toll box is required

To pay the truck toll, a contract must be entered into with an authorized service provider for each vehicle subject to the toll. In addition, the vehicle must be equipped with a properly functioning toll box, also known as an On-Board Unit (OBU).

The toll device automatically records where the vehicle is traveling and ensures that the toll due is processed through the selected service provider. Without a functioning toll device, the vehicle is not permitted on the road. This also applies when you are driving only on roads where no truck toll is charged.

Many transport operators initially calculated the truck toll based on an average rate per kilometer. In practice, the monthly amount may turn out differently. This raises important questions:
